Grievance Process (West Virginia State Code Section 6C-2)

HR created a chart showing the timelines for the various levels of grievances. (Please note, this chart may be modified or superseded at a later date by a chart produced by the West Virginia Public Employees Grievance Board. In such event, the Board’s chart will be made available.)
The Public Employees Grievance Board has posted on its web site several forms related to the grievance process. These include the following:
- Grievance
- Intervention
- Mediation
- Cost Report
- Level One Hearing Guidelines
- Employee Organization Registration Form
The statutory grievance process operates along a timeline as discussed above. From time to time, it may be necessary or desirable through agreement of the parties to waive the timeline for some step in the grievance process.
Individuals wishing to file an initial grievance are asked to complete the grievance form for Level One described above and submit it to

Grievants at Level One indicate a choice on their grievance form as to whether they wish to be provided with a conference or a hearing. Additionally the grievant filing at Level One is required to simultaneously file a copy of his/her grievance to
