The first step in your journey is to apply for education benefits (https://www.va.gov). You will use your COE to obtain your VA Certification for educational benefits (see the “VA Certification Request” section below).

Please notify the office of the registrar School Certifying Official, Lora Varney, at vareg@marshall.edu that you are working to obtain your CoE.

Tip

Do not skip this step; without a COE, you may be responsible for all tuition costs.

Once you are admitted to the university, are pursuing an approved program of study, and enrolled in courses that are degree applicable and meet VA requirements, you may submit your VA Certification Request form. [NOTE: The B.S. Commercial Pilot-Fixed Wing degree program and the Pre-Aviation major are not eligible for VA benefits.]

Readmission

Marshall University complies with the Department of Education requirements concerning readmission of service members, per section 484C of the Higher Education Act of 1965, as amended and effective July 1, 2010. Specifically, service members who withdraw from the university to fulfill their service obligations will be readmitted, with the same academic status they previously held, upon their return. There are numerous sources of financial support for students. Military tuition assistance (TA) is one potential source to cover your educational expenses. TA funds are a unique, distinct source of financial aid available to eligible service members. When used, TA funds are applied to the balance first. Any remaining balance may be paid with other sources of financial support.

Once you are admitted to the university, you will be eligible to enroll in courses. If you have not been assigned an advisor or do not know who your advisor is, contact the Sarah Davis in the Advising Center or Jonathan McCormick in the Military and Veterans Affairs office. They will provide you with contact information for an advisor with specific knowledge of your area of study and who has completed Green Zone Training. Together, you and your advisor will select courses which fit your plan of study.

Marshall University supports current and former service members and their dependents as they begin or further their education at Marshall University. The Office of the Registrar certifies the enrollments of students utilizing their VA educational benefits to the U.S. Department of Veterans Affairs. VA beneficiary students must be enrolled in an approved program of study and all courses must be degree applicable and meet VA requirements. Students are required to submit a VA Certification Request form to the Office of the Registrar for each semester they request enrollment certification to the VA for disbursement of education benefits.

To receive education benefits, your enrollment must be certified to the VA. Once your schedule is final, you may submit the VA Certification Request Form below.

(Please note that the B.S. Commercial Pilot – Fixed Wing degree program and the pre-Aviation major are not eligible for VA benefits at this time.)

The Office of the Bursar, in coordination with the Office of the Registrar, works to assist our current and former service members and their dependents to further their education at Marshall University. The Office of the Bursar processes the VA educational benefits once received from the U.S. Department of Veterans Affairs. Each semester, students are required to submit a VA Certification Request Form to the Office of the Registrar to receive VA education benefits.

Return of Unearned TA Funding

Students receiving military tuition assistance (TA): The Department of Defense requires the university to return any unearned Military Tuition Assistance (TA) funds to the Department should a service member withdraw from a course that was paid for using TA. If a service member withdraws from any course on or before the 60% completion date, a prorated refund will be issued to the Military Service where the TA funds originated.

Resources

Veterans Upward Bound (VUB) provides services (at no cost to program participants) to prepare veterans for success in their academic objectives. Please contact VUB prior to your first class to explore all the resources available through this great program. https://vubwv.org/services/

  • If you are a dependent (child or spouse of service member) using Post-9/11 (Chapter 33), then the service member must transfer the benefit to you. The service member must have an approval letter from the Department of Defense before you can apply for Post-9/11 (Chapter 33) benefit. For dependents of a veteran who is 100% disabled due to service-connected illness or injury, or deceased from such service-connected illness or injury, you can apply for the Survivors’ and Dependents’ Educational Assistance (Chapter 35) program and no prior transfer from the veteran is required.
  • You must submit the U.S. Department of Veteran Affair’s Application for Benefits for the appropriate education benefit.
    • After the application has been submitted, you will receive a Certificate of Eligibility (CoE) Letter from the VA.
  • You must be admitted to the University and registered for courses before submitting your letter of eligibility to the Office of the Registrar and requesting certification of your enrollment.
  • Submit the VA Certification Request Form.
  • If you are a WV Guard or Reservist, submit a copy of your Notification of Basic Eligibility (NoBE) to the VA.

There are available Private Scholarships for Veterans at Marshall University.

(If you have already completed the Scholarship Application through Marshall’s office of Student Financial Assistance and indicated you were a veteran, or a child of a veteran, then your eligibility is already being considered for the scholarships.)

  5. Set up an account and answer all of the needed questions so it can be determined for what scholarships you might be eligible.

Currently, there are four private scholarships for Veterans at Marshall:

Sgt. Harrison C. Summers Veterans Memorial Scholarship
To support Ex-Military Veterans, their spouse or direct descendants who wish to attend Marshall University.

Tennyson J. & Velma L. Bias Endowed Scholarship
Scholarship shall benefit students with financial need per standards determined by the Office of Student Financial Assistance. First priority shall be given to veteran students. Second priority shall be given to computer science majors who are West Virginia residents. Third priority shall be given to West Virginia residents.

The Wellman Family Foundation Scholarship
The scholarship shall benefit students with financial need per standards determined by the Office of Student Financial Assistance.
The first priority shall be given to veteran students.
The second priority shall be given to computer science majors who are West Virginia residents.
Third priority shall be given to West Virginia residents

Vietnam Veteran of America Chapter 949 Scholarship
The scholarship shall benefit an incoming freshman who is a veteran or has a relative who served in the military during any era.
The student must also be a graduate of one of the following area high schools or their successors: South Point, Chesapeake or Fairland in Ohio; Cabell Midland, Huntington, St. Joe, Spring Valley or Wayne in West Virginia; Paul Blazer in Kentucky.

Eligibility For In-State Tuition:

Non-resident veterans or dependents of veterans or active-duty service members may be eligible for in-state tuition if:

  • Utilizing VA education benefits under:
    • Chapter 30
    • Chapter 31
    • Chapter 33
    • The Fry Scholarship (Chapter 33 or 35)
    • Chapter 35
  • And
    • Domiciled in the State of WV

What We Require:

  • Submission to Office of Registrar, by the end of the first day of the term or semester, all of the following:
    • A Certificate of Eligibility for one of the above VA benefits and
    • A certification request to use benefits during that semester or term, and
    • A WV domicile address (inclusive of on-campus housing).

The Yellow Ribbon Program at Marshall University assists Chapter 33/Post 9-11 GI Bill® students who qualify at the 100% benefit level and are pursuing their education as metro or out-of-state students who are not residing in West Virginia. Under this agreement, the university and the VA cover the metro or out-of-state cost of attendance for all undergraduate and master’s programs.

The purpose of this form is for a student to provide verification that active orders can be provided for yourself, your spouse, a parent/legal guardian, or a dependent reflected in a period of more than 30 days.

During the fall and spring, Marshall University offers full term courses in addition to 1st 8-weeks and 2nd 8-weeks courses. The University requires undergraduate students to be enrolled a minimum of 12 credit hours per semester to be classified as full-time. Students are not required to be full-time to receive VA benefits. However, to receive the maximum monthly benefit, you must be enrolled as a full-time student. Part-time enrollment will reduce monthly payments proportionately as VA Education benefits are based on student enrollment status (e.g. full-time, half-time, etc.):

Graduate students at Marshall University are required to be enrolled a minimum of 9 credit hours per semester to be classified as full-time. Graduate student VA benefits are paid based on the training time certified by the University.

** Non-standard term (8-weeks) courses are certified based on begin and end date of the course. This may cause a reduction in your VA monthly payment.
For example: If an undergraduate student registers for 12 credit hours with 9 credit hours of enrollment spanning the full semester, and 3 credit hours spanning one 8-weeks long course, the VA will pay full monthly payment rate only for the time period during which the 8-weeks long course overlaps the 9 credit hours of the full semester.

During the summer, Marshall University offers shorter sessions (Summer A, Summer B, Summer C, Summer D). When a term is not standard, the credit hours are converted to what the VA calls “equivalent” credit hours to determine training time. The VA pays education benefits for nonstandard enrollment periods based on credit equivalents. Schools report the actual number of credits and the VA makes the conversion. When enrollment overlaps, credit hour equivalents for the period of overlap are combined. You may mix and match sessions, but be aware that training times and pay rates may change during the term. VA Education benefits are based on student enrollment status (e.g. full-time, half-time, etc.). Students are not required to be full-time to receive VA benefits, but to receive the maximum benefit, you must be enrolled full-time. Part-time benefit rates are reduced proportionately.

Note that you will only receive your full allowance of VA benefits during the time you are classified as full-time, which the VA calculates on a day-to-day basis. The most common ways undergraduate students manage summer enrollment for VA education benefit purposes is one of three scenarios:
